NPSQ - Nicotine Pouches Safety and Quality Guidance - 2023

Objectives

  • To develop a CORESTA Technical Guideline for nicotine pouches describing safety and quality best practice.

In 2023, the CORESTA Board proposed to create the Nicotine Pouches Safety and Quality Guidance Task Force (NPSQ TF) to respond to the evolving tobacco product marketplace.

Nicotine pouches are a rapidly growing category of products in many parts of the world.  Nicotine pouches are oral tobacco products that do not contain tobacco and are composed of nicotine, flavourings, sweeteners, and plant-based fibers.

Considering the rapid market growth for this new product category, it is important to provide safety and quality guidelines across the product life cycle from manufacture to consumer. In order for manufacturers of nicotine pouches to be able to provide quality and safety assurances to all stakeholders, it is necessary to consider aspects such as how products are made, what materials and ingredients are used in them, final product attributes, how products are packaged, et cetera.

The Technical Guideline will define basic safety and quality related best practices for nicotine pouches and may be useful to manufacturers, testing laboratories, and regulators when assessing product safety and product attributes, including constituents of interest. Additionally, the Technical Guideline will identify analytical methodologies that are appropriate for testing nicotine pouches. The Technical Guideline is meant to provide guidance when there are no applicable regulations in a specific country, it is not meant to supersede any country-specific regulations.
